USA to Properly Address the Police Brutality

My wish is for the United States of America to admit there is a pandemic, known as "Police Brutality", existing in their country even to this day. You see, without fully acknowledging the problem then it implies no solution is needed. And, this is just not so.
A Petition (http://wh.gov/iw6jN) is currently available for signing on the White House website requesting the creation of a Law Enforcement Tribunal & Accompanying National Database.
